BE clothing has no effect on the outcome of a buff mate it's not an injury or a wound treatment it's an enhancement.
NO effects. I've tested this in med centers and outside of them with the same droid fully charged and the same buff on two targets with 0 battle fatigue and you get 0 modifiers.

Did anyone else in the med center have a med droid out? Lower level med modules used to over-ride better modifiers at one point. I thought that was fixed, but fits the symptoms.
Let's see, to restate the obvious:
The med center lets you heal at 100% effectiveness, if you register or not. No positive or negative modifiers there.
You had your own skill-based modifiers, and you had med clothing on. Those should produce a positive modifier.
Battle fatique was not an issue.
And yet you got a heal that was 25% below the base heal on the stimpack?
If no one had an inferior droid out, then I can't explain it Xboxsith.

This is a crit fail on the healing roll (happens with stims as well).
if you get one of these, wait a bit before you heal/buff again. The random number generator in computers is not really random, and runs in streaks.
