There is. Last night I got the final wound treatment box which gives a +25 increase. I also got +25 wound treatment clothing. That was an additional +50 wound treatment and I noticed an IMMEDIATE difference in the quality of my buffs.
The original postersproblem is not with a non master out buffing him,his problem is that there are no resource spawns. Has he done allhe possibly could to to ensure quality buffs? Does he have wound treatment clothing and use the best resources currently available tohim (we know the dolovite isn't)?
The system is fine. Just imagine how muchHE would buff for ifhe had the meds this non master has. A master should not just out buff everyone simply because they are a master. You shouldn't be able to take a600 enhance D pack and outbuff a guy with a 950 enhance D simply because you are a master and they are not.
Also remember this key fact. This non master can only USE Enhance D buffs. He can't make them (well except for health and action). Only you can do that. One thing you could try is ask for this guys supplier and use their supplier until dolovite comes in.

Since medicine use can be experimented down, MD-level buffs can be used by someone with as little as 0-2-4-0, and even with so few skill boxes in doctor they can out-buff a MD if their meds are good enough. In my opinion, the quality of the buffs given should have a heavy weight based on the wound treatment skill or something other than the meds so that a MD will ALWAYS give out better buffs than anyone else. Use the quality of the meds to separate one MD from another MD or to separate one non-master from another non-master, but good meds should not allow a non-master to do better than a master.
At that point, it's not really that doctor that is 'outbuffing' your MD. It's the doctor who spent the time to gather the really good resources to make those enhance packs that is. The other doc is just using the packs that he bought from someone who is apparently making much better packs than you.
