OQ counts more IF the inorganic used with it has a PE rating. Herbivore meat is used with class 4 liquid petro. Class 4 has a PE, so the OQ is twice as important as PE. On avian meat, even though the schematic lists 66% OQ and 33% PE for effectiveness, they actually are of equal importance because the inorganic resource used with it (reactive gas) has no PE.
