3300 Action but I'm only Master a week so far, I'll be back with better!!
Action will always be the highest as it uses any organic, not avian, and its easier to find hot organic, more to choose from.

I have hit on one buffe an amazingly lucky 3016, 3058, 4013, 4013, 3243, and 4040 for a set of buffs with 894 heal power packs.
BTW.. I hate using non-avian meat action packs. We buff people as a set of 6 buffs, not as 1 uber buff and 5 mediocre buffs.
Don't feel bad, the Avian on Naritus usually sucks. I have hit for around 3500max. All my Buffs are 829 power and 890 action. I have made some 920 actions before.

I have hit 3800's a few times and believe it or not it wasn't action!!
I have a set of Janta buff pacs that are all 20/1005+ 13k duration that I still use only for display, I made some pacs for a guy that were 25/1145 13k duration and he said they still hit for the same as my usual 35/930 pacs 13k duration.
Oh how I want that 4k buff!!!
3844 on several different stats with 835base, and 3862 with 989base janta action. But I have only just made this so used it twice. Hoping to top 3900 atleast with these ones.
But patch 7 is just about to bite and put an end to the wild ones.
On dantooine there is a POI (point of interest) that says janta caves I think? I have only been there twice and had my ass handed to me twice and no blood!! I usually pay 150-200k per janta blood, I spent like 5 million for several sets from someone and made a set of each stat to set on my floor to show off to people. It is a drop off the janta's (a race of people) you can also get that heavy duty leather, some cool weapons, and armor enhancements like janta hide that adds to the base effectiveness like krayt scales and such. I mostly have people sell me the blood they collect or I assemble pacs for people that bring me blood. They replace the bio-controllers and you dont get many charges, my best Adv. Bio-Controlers are like 25 charges 17 power where the blood is like 10-15 charges with 100+ power, I have seen them as hi as 195 power.
I would like to try and go out there again to get some but generally I am so busy with the med buisiness that I don't get out much. I also didn't care for armor when I went out there before but I just bought a suit of armor thats 63% base and 70% electricity with 37% stun protection, so with that suit and some good buffs, some brandy, and the new DX2's!! I should fare a tad better next time out there 
yeah i use the same avian and reactive in the action D schems as i would anything else.
i like them all the end at the same time. much easier to manage this way .
my highest buff has been 3700. some 910 base / 3.3 hr duration.

reactive 988oq / 592dr
some better decay on the gas would bumped these things up into four hours.
oh well .
i will stockpile it when it comes.
