Unfortunately this system would only exacerbate the problem of hard caps on player stats, as a trando I have high health and low action, this would mean that the stat that actually needs the most help would get the least - I can't migrate my health stats into action to level myself out across the board.
Remove or at least relax the stat caps and I'd have no problem with this system.

Provided I can modify my stats to actually get the buffs where I want them, yes, I'd agree with this system, but stat caps at the moment on anyone but humans are prohibitive.

Not too keen on it myself simply because although I'm a wookie I'm also a doc so have moved all of my points accross to my mind, last thing I want to do isreduce my mind so I can last more than a couple of hits as it would effectively be hindering my ability to work as a doc.

I don't like it either. I've also migrated my stats. Also, I play a twi'lek. I don't need my action any higher really because I already get bonuses there. I want my health raised. That's almost like boxing certain races into certain roles.

OK we have it where we buff everyone's stat.. regardless of race the same number.
I read this idea somewhere before and couldn't reference it to give credit...
As it stands now..A master Doctor with 900 heal power buff pack, 110 med droid, and 25/25 BE clothing buffs for 2227 to ALL stats regardless of race and player stat adjustments...
But what if we BUFFED based on a player's % of actual points they have in attribute.... taking into account all the other variables we have to affect buffs such as Battle Fatigue, Clothing, Bivoli, Droid, Player City Bonus, Buff Pack Power...
It makes sense.. a weaker person buffed.. is still not as strong as a stronger person buffed...
So that Wookies are still the HAM freaks
Humans can't take advantage of 400 / 400 / 1100 Migration
Zabraks well .. like humans without the stat migrations
Trandoshans would be better representative of their regenaration.
Bothans, Rodiansand Twileks will have better action stats
and Moncals... well sorry bud.. you guys are supposed to be the mindy nerds of SW (You thought Moncals were a PvP profession huh)? J/K
1000 Health points = 100%full buff powervs 400 Health (rather silly stat migration) points = 40% of full buff power.. and apply the 2227 point buff earlier on both players ...
person with 1000 health points gets 2227 points buffed vs 400 health points gets 890 points buffed...
so lets do a simple math of starting Species with Scout (most balanced HAM)profession starting stats on just their health (non-migrated stats)

See how just applying a 1% per 10 stat points of player race dramatically changes the player bonuses to stats... It actually takes the Race concepts and designs a bit further.. It doesn't have to be 1% per 10 stat points...The math could be differentfor all I care.. It doesn't have to be a strict 1% per 10 stat points... But this would in effect stop players from Max / Min Stat migrating their humans to 400 / 400 / 1100 and actually give"Race Bonuses" their just due.
Please .. if you read this post.. say whether a performance buff should be related to player's stats?
All input would be greatly appreciated..
post an /agree or /disagree and please post any comments.

That was an intention design in the game. All species are suppose to be suited for certain professions and were suppose to have certain advanatages/disadvantages.
Anyhow, the mentioned system is interesting. It's how mind buffs work after all. In general though, the community wouldn't accept it as it would be a major nerf to the current ssytem. Also, reworking the buff system would call for a rework of all the high-end content in the game, and a rewrok of the PvP system (though that is getting a revamp soon)

I think pritty much the same as what as been stated, I'm a Doc and my life would be ALOT harder if I couldn't buff myself to do misions, it would reduce me to noob mision or joining a group that could baby me, somthing I very much don't EVER want somone doing to me.

I don't realy like it either. Sorry I do like the static buffs though.

The only reason why I was taking a polling on this was because of emphasis on Race Stregnths and Weaknesses... Currently with the system as is... Humans with virtually unlimited migration potential and full armor wear have all the goods.
