What is the name of this skill on the carbineerskill tree? Someone was using it earlier with his carbine, and I couldn't figure it out.

ActionShot2 reads as "Debilitating Shot" in the combat spam.

Its an area-effect action bleed, that also causes posture-down (the last part is a bug).

is it supposed to hit the same target 10 times too?

This guy was doing a combined total of a couple thousand damage with it, because it would he the same target repeatedly. from 200 -2000 dmg each hit

There's a bug where if you shoot 10 things for 200 damage, the first shot hits one thing for 2000 damage, then after that it works normally.

Almost all the Carbineer specials are very very buggy and/or non-functional.

yea but thus dude was hitting one individual target like 10 times in a row, and so were his guildmates who all were using the same skill to attack a rebel base.

I found this bug the other day. I Was at a static imperial dungeon and we where firing at the 3 ST's at the doorway. Someone in the group said who is shooting for 2.5k damage? Well it turned out the towers and other static scenery counted as a target for me and when I shotat the St's it was doing 2.5k-3k to the target ST.
