I have found that an areattack works... attack an npc using area attack or duel someone... problem is.. they just get a good distance and cloak again.

and how do I drain their force?

sit there and talk smac to them?

Nope.

But he can also not attack you while being cloaked. So its a escape tool, since the debuff timer is like 15 seconds I think. More then that, he cant cloak if theres ppl within 20 meter of him.

The only thing you can hope for is that there are lots of NPCs/players around since more NPCs more Force the cloak requires.

there should be some way to uncloack somoene other then standing next to them for 10 or 15 minutes

Type /tar (jedi's name) and detonate a bomb droid next to where the targeting brackets for them are.

I had a mark cloaked in a starport today, after about 2 seeker droids he still had not moved. I remembered I picked up some crappy bomb droids a few days ago, so i thought what the heck. I walk up to the waypoint, drop the droid and boom. I do not know if it broke his cloak or not but he was beating on me as soon as it went off. So it will at least get the marks attention.

Actually the answer is, you do not make a Jedi uncloak, only the Jedi chooses when to uncloak. AOE does not work for any Jedi smart enough to not have an Auto Attack clicked or not use KD recovery. When KD you just lay there for 20sec, then you stand all by yourself without uncloaking and walk away, run away, stand there and laugh. Oh and the have a droid follow does not work either once cloaked it takes a group more than 5 to actually give us a force drain greater than we can recover from.

Well, if area attacks don't work, you could always... ask nicely...
