I'm working on grinding out my Investigation XP. I've only managed to take one bounty so far. The reason being that every BH mission I take seems to give me a mark AT LEAST one CL higher then I am. I'm CL 24, and my first bounty I took was a difficulty 25 mission. The mark was CL 29. The second, I took a Difficulty 24, and got a CL 25. It took some finesse, but I got him. The third drowned in the sea off Kadaara, so I don't count him. The fourth was another Difficulty 24, and the mark was CL 28. I didn't stand a chance.
Is this how Bounty Hunting is supposed to work now?

it's not a single elite operation. Look at your specials and abilities in the bh tree .. alone they are only 1/2 your ability. Prior to publish 20 you could dabble in BH skills like say 3 0 0 0 investigation only and then be a melee BH (was cool). But now master bh is required to hunt jedi players (the big lure really of BH'ing). Pub 20 made the change requiring you to be a master bounty hunter in order to take jedi player missions. This essentially caused another change - namely that BH have to be ranged BH. Therefore, I recommend that you grind one of the 3 ranged professions first, not only will this give you the power and the leverage you need to grind investigation ... it will also give you a higher level and thus you'll be tougher vs your marks (translates last longer).

Thanks for the suggestion. . . I'll definately be working on Carbineer soon (I plan to grind the rifle tree of BH with a DC-15, but that may be a pipe dream.)
But it doesn't answer my question. Is it normal for an NPC mark to be two to four combat levels higher then you are?

Yes, your mark will be a higher level than you. That shouldn't be a huge problem once you acquire the skills you need to truly hunt. Until then, I would advice finding a partner to help with the kill.

in my case however, since im so leet, instead of just making him a higher level, they had to spawn 3 kimo's next to my last NPC target..lol
