I know MBH for jedi but what about for NPC?
Can I take the top NPC missions with just investigations IV?

Not sure. The patch notes said CL 80 BH, so theoretically you could have two elite masteries and Inv 4. However, on Live now there is a small credit bonus applied to MBH missions, so this new system might work the same way
