Basically would you go for speed/dmg (higher dps) or lower sac???

It was like what.08 faster? Not worth it when your saving more action per shot.

no matter how fast you are, you can't do dmg without action.

Definitely number 2. The minimum damage is slightly higher (only by 1 I know but still it's higher) and the lower SAC is the definite seller.
