There apparently is a bug with /offerRide where you can't accept a ride for two and a half minutes if you've fought *anything*. Got in combat with a voritor? Can't accept a ride. Just finished off a rancor lair? Can't accept a ride. Got ambushed by a stormtrooper patrol? Can't accept a ride.
A developer followed up clarifying this patch note with that information. It's not clear whether the BH and Faction TEFs still prevent /offerRide or not, though the patch notes seem to imply that no TEF matters anymore.

That's funny....but then of course lately, from looking at your boards, it seems that Bounty Hunters are the ones who want to get away. 
No, seriously, all snark aside, this is something I hope is fixed soon and properly, but not in that order. While I can see the realism in jumping into a friends speeder to get away, you guys getting spammed and locked up with ride offers is the height of lame.
My wifewas trying to do it once when I got jumped and she was around, and I told her to stop.
