I havent checked newly crafted Scatters after patch 21
I can however say that there is a bug atm that switch damage types when using looted components such as scopes and stocks.
Ill post again here when Ive crafted an unenhanced scatter, but it sounds as if thismight bethe work of the bug

Luckly mine is still Kinetic.
I'm glad they didn't change the ones already made.....changes like that are a bit too personal.

Yeah, I tried a speed PUP...dropped my speed down to .7 I went through my action pool in about a minute, so I decided to go with a damage PUP. The normal max damage is something like 948 I think.
I REALLY like my scatter, and to be honest, it's the best one I've ever "seen". I've "heard" a lot of people talk about their scatters, but for some reason, they never provide a screenshot.

If i new how to make a clicky or pos a pic I would show u all my scatter. I think it is pretty nice sac is higher than yours though
Mine has a 1.73 speed
1.09 mod speed
460 min damage
930 max dam
cant rember base dps (im at work)
596 mod dps
88 sac
This is without any type of pup on it

This is more to what I am concerned with. Changes are implemented and we are left guessing if it is a bug or a fix or a nerf. No one actually knows what states are intended to do, your scatters get changed , choke cooldown up to 15 sec, no definative roadmap at all in game as to what is supposed to do what.
How do we really bug something if it is working correctly or are we walking around with abilities that are bugged and we do not know about it.

Ya i was all happy, had a 1.76 speed 65 SAC 945 damage scatter made (375 base DPS) no PU ...
THen i went to compare and noticed one was energy other was kinetic
