Your first mission was just unlucky. If you do not get to your mark fast enough they will get away.
The second mission is a BUG, but you can get around it by getting close to the mark and they will aggro you.
When did NPCs start moving again? I never have one move until I lose track of it, then it warps 1-3km in a random direction

Correct, to me it seems the code is stillwrote in a fashion thinkingyou have 10min shuttle waits and no PC cities and no bikes.
Youre mark has a limited number of starting positions on each planet. With JTL and PC shuttles, you usually get to see where they 'start'. They will not move for at least one full set of updates from a seeker. Sometimes it even takes two full sets. Once they do move, they will make a quick jump 1-3k in some direction and actually start moving from there.

To rYsyn - First mark had nothing to do with taking too long. They dont run off borders of planets, they generally head towards a SP and will shuttle out if you take too long. I have had 3-4 marks 'start' outside the world, those I either drop or wait to go through the first set of updates for them to start moving. AND - white dot radar marks - at least from my experience - do not agro to you, I'm yet to have one agro to me (3-4 of'em)
white marks will aggro within 10-20m from my experience so far. Cant attack til they do.
NPCs now have Alpha strike capabilities and need to be nerfed ![]()
