Ok, I've had 2 of these happen to me so far, and I noticed both times, the waypoint was updating in the same spot right where "A Commoner" was standing. The "identify" option on your seeker works for NPC's as well, so use that option if you have a white mark and see if it is the same name as the unattackable NPC at your waypoint. If not, drive around and /tar jimbarblamarkname till you find em... he's somewhere around there.

If you are actually finding a non attackable NPC at your waypoint with the same name as your mark, by all means /bug it and please post the info in the sticky posted by Tanks. Just thought this may help what could be a similar situation.

Also another thing I've noticed, used to be you couldn't call another seeker until the one you were using had "lost track of your target." This is no longer the case. when I get to the planet my mark is on, I send out the seeker in identify mode first, and as soon as I'm done with the radial I pull it up again and send it to track ... actually spawns 2 seeker's back to back, and they don't cancel each other out.
