There's no way they are. The boss marks I keep encountering have 30k hams, double gold chevrons, and an incredibly insane regen rate. The regen rate is so good on these guys that my basic shot does nothing more than keep their health bar from going up. In order to drop it, it takes specials, DOT's, and everything else I've got in my aresenal as a MBH/Msmuggler.

3rd attempt on him i had my med droid out tanking, necked all the foods i owned, put every MCM state and DoT on him, duelist and knockdown recovery macro going, blind and dizzy on him, still having to heal for every 4 shots he fired... just managed to finsih him off before he incapped me.

U need better armor then.
Got reb battle armour with 6280/6280 Kin/Eng. Best I can wear with my current template. Like I said most boss mobs I can take down no probs with the droid, duelist, a couple of foods and a very nice 1041 max dam elite carb pupped to 62 for sac. this guy was just crazy though, his damage and regen were insane, probably twice what other bosses i've seen had. eventally switched to HL Rifle to keep out of range of his carbine... wish I could have looted that

I've never been incaped by a boss mark but some of the double gold bosses are incredible tough 608 damage everyshot constant kd's. With duelist stance I was able to bring it down to 560 per shot. Fortunitly I have guildwar going so I have all pvp foods/drinks ready to go. It was a good fight he challenged me in a way no npc in the game has. He was even nice enough to drop me some nice powercells.
Before anyone thinks its my equipment its not cause i'm running with 948 (capped) 71sac scatter 6200 battlearmor, +45 in pistol/gen ranged speed. Now that i'm done bragging but I need to so I can get my point across. I could agree with beefing up some of the low powered npcs and maybe even make the monster one I dealt with spawn more often. But if you increase the difficulty even more you are gonna end up with lots of double gold bosses that only 5-10% of the people can handle.
