Sure, the power will even blind them if you get a good enough cloud out there. But make sure you don't get in it as well because it can mess up your armor.

I guess I should clearify.
The powder is great if you apply it before you put your armor on, gives you an extra range of motion (+20 terrain navagation I think) but over time, it gets all pasted and will end up hendering your movement by like -15 or something. So if you get with with the powder while your armor is on, you are in the -15 area. Jedi are not affected because they do not wear armor, but they do get the terrain navigation boost. Of course if the powder gets in thier eyes it can blind them for a little while.
I've yet to get it to work right, normally when I pull out the talcum some lame Creature Handler / Entertainer comes running out of the cantina and steals it to change the diaper of her little baby pet. That isfreaking annoying, I'm trying to kill a Jedi, a cloaked one noe the less, and the wife is nagging me about diapers.
How humiliating!
