the vis changes should tell you just how misguided your 'population decelleration' is. once xp loss is removed, what will (a large group of) bh do when they know they are not making someone else's time suck?

I think several things have decreased BH activity.
1) The number of Jedi on the terms is getting back to pre-CU levels. Before the CU it was pretty easy to stay off the terms. After the CU is was basically impossible nor practical to stay off the terms. The group visibility changes make it pretty easy to stay off the terms again.
2) Requiring Master BH for player missions (which IMO is how it should be) eliminated all the CM, Rifle, Inv 3 players.
3) Some, and I emphasize some, BH just used BH to grief other players for personal reasons. Pretty hard to do now.
4) Many of the BH at terminals before were camping missions for other players. Hard to do now.
5) Many BH just plain suck at PvP and would only fight in gank squads, never solo. Hard to do now
6) Kash is still a problem. I think hunting on Kash should be allowed.
7) Most BH (Yes most) were respec BH and found out hunting is no that easy, nor should it be. I had the same BH hunt me for a week solid with me escapingafter a long and drawn out fight at least twice a day. How many BH would do that? Even some of the vet BH would not wait that long.
Just a few of my thoughts on it.

Up until very recently, the terminals were uber-bugged... it was filled with mostly offline Jedi. To many BHs, including myself, it was impossible to hunt until the recent hotfix.

Note to be contrite or anything, but it was not supposed to be about "ridding the galaxy of Jedi".... ever. It is not your place to try to force anyone else out of this game just becaue they paly a certain profession. Maybe make life a little harder on them but, not about "ridding the galaxy of them."
It was all about you having your content, and yes, it was meant to be about the credits...nothing more. If you still believe you are meant as "population control" then I'm sorry, you're living with your head in the clouds.
You're right. Only in a roleplay sense is it our place to "rid the galaxy of Jedi". Our actual in-game function is to punish Visibility. A good Jedi is a jedi no one outside of his group ever sees.

Are you kidding? I can make more money in the same amount of time by going into space or watching my harvesters go.
No "actual" BH would take a mission where the final payout and identity of the target was unknown.

After the newest patch I have taken back to hunting PC Jedi. For the most part tho- one gets bored after a while getting a not on line message and hanging out on far planets hoping for a log in. If said mark does not log in.. or for what ever reasons after X amount of time I move on to do something fun like hunting a lvl 85 npc.. why? My play time is limited at points and I want to do something fun while I play. So I wouldn't go so far as to say only "actual" bh's hunt jedi now. It's more of a time limited thing at times and wanting to relax and have fun on line instead of random seeker droid releases just to check if a unknown target if finally on line.

In this last week a BH in guild (only hunts NPCs) has looted:
Guns with 300+ DPS
4x Force Crystals (All Good)
Armor Cores
+5 Muscle tensile (med shot)
+5 Ranged def (med shot)
+9 Ranged Accuracy/+15 Gen Melee Def (I think on the second part - first is Ranged ACc, I know cos I wanted it
Another weird crystal
Cash payouts are good as well as cash loots.

Believe it or not, ALOT of the respec BHs went BH because the Investigation EXP would trade in 1 for 1 in the Force Village. Once they realized how difficult hunting can be and how slow the Investigation EXP really is, they respeced or grinded out of it. Hence the steep drop in BHs over the past month or 2.

i still hunt jedi, im in it for the pvp, some fights last for 2 minutes other for 15 minutes, sometimes i win, sometimes the jedi win. Some of the jedi are nice but most of them are ¤%"#%&
Since publish 20 with hotfix BH is fun again. I dont care if i get a full templated jedi as my mark.
And you BH whining about not knowing who you hunt, learn how to use your droids, launch a seeker when youre within 2km of your mark, then you will get the name.
And if you use your food and stims right, you might even kill a full templated kashyyyk grinder with 0 pvp skills

Oh? You get the same amount of money? Then what the heck is the point in having them put a payout on the mission when you grab it, if the payout isnt right??

The devs didn't want people to continually take 50-100k easy paddy missions.
