Not true. The notes I have in front of me now state "Master Bounty Hunters who are also greater than level 75 will have a small chance to draw a Boss Mark."
You can have CL 75 without double mastery

Only double elite MBH's can pull boss mob missions, ... also they are completely random. You just have a "chance" to pull a boss mob as a mark.

I have been an BH since pre-publ 9. I know the drill, have been there done that. I did the investigation grinding with a smile on my face, it was fun back in the days. But when the same bugged missions still are around, the smile fades kind of fast. Especially when the devs want us to hunt NPCs instead of jedi players so they can get even more grinding time on their safe haven planet Kashyyyk. Wich is a planet we all paid for, but has been designed as jedi safe heaven only.
When is BHs going to get any value for the money paid for Kashyyyk? If I should known what Kashyyyk wa goin to be like, I wouldnt have paid for that crap either. It's like I have paid for jedi grinding planet No. 1 now.
On top of that we get ripped off again with a stupid excuse to hunt NPCs called publ 21.

But it looks like a lot of the old bugs BH's faced with NPC bounties some one and a half years ago are back, along with some new ones...
These include:
-Empty Waypoints, and not a damn thing within 300 some meters of it.
-Marks Wandering into buildings or other static structures
-Jedi out in the middle of water (Especially on Corellia)
And here's a nice new one I encountered some twenty-minutes ago...
I get to the WP and my target is white. I cannot attack the NPC. I look in my mission info and the names match up. It was my bounty, but I was unable to attack. Fantastic!
Out of about 4 missions I ran in a course of an hour, only one worked. When it worked, I got an energy plate or something.
NPC missions are finally somewhat worth it, since we can tag on about 1.2 to 5 million onto the 30k for selling stuff at auction... that means I can afford better gear and better weapons. That means more dead Jedi.

these are not bugs that have "come back". these are old bugs that have been there all this time and never corrected. you just never noticed it because nobody ever hunted NPC marks once the investigation grind was over.
i doubt anything you loot from NPC marks will be able to be sold for more than 1 million credits. those illegal core boosters that were worth a million yesterday? they're probably worth 20k credits now.

Got alot of the smuggler stuff too, 1 white con in 12 missions though.
