From a fellow Jedi. Lame. NOT working as intended, it was a side effect of the /duel exploit used by some unscrupulous BH. It definitely breaks the BH surprise advantage and is an exploit in principle even if the devs don't come out and declare it as such.

Constantly. I'll be on my bike just driving along, and pass some grinders and get several /duel /endduel messages. I get them everywhere. Standing at the Bazaar, the Shuttleport, Starport, in a Cantina...wherever. Its not like I can avoid Jedi...they're everywhere!
And the funny part is, that I havnt hunted Jedi since right before Pub 20 due to a surgery on my right hand.

My advice to those who think that /duel .. /endduel is an exploit.
First look up the word exploit in the dictionary. Then do your best to understand what the defintion means.
Then once you learn the meaning.... Cease using the word "exploit" to describe every incident you dis-like.

Yes, and this fix was done because BHs exploited /duel to override the BH TEF and keep a Jedi from fighting back unless he also /dueled the BH.
But they forgot to take into account that a Jedi should not know if a BH has his mission unless the BH reveals himself. In the Jedi / BH case it shouldnt be a message like the current one but a behaviour as if the BH declined the duel after 5 seconds, for example.
As far as I am concerned a Jedi being able to tell a BH has his mission before the BH himself chooses to make it known by attacking or some other means is violating the design of the BH / Jedi system in which a BH is supposed to have the first strike surprise attack. Therefore it cannot be intended and is a bug. And using a bug to gain an advantage over somebody else is exploiting.

Definitions of exploit on the Web:
- use or manipulate to one's advantage; "He exploit the new taxation system"; "She knows how to work the system"; "he works his parents for sympathy"
And tbh the original one was a hell of a lot worse.

in the context of these boards exploiting is using bugs and unintended game mechanics to gain an advantage. The duel and endduel is an exploit because it erases the BH surprise attack. Just like the /trade. Its very obvious that the devs screwed up here and you can rationalize all you want, but any Jedi with an ounce of sense would see that its not the way the system is intended to work.
Now in support of your post, taking a ride pre pub 21 is not an exploit. In fact the devs stated it wasn't and they would be monitoring the situation. Pub 21 makes getting a ride while engaged in combat a nogo so if you manage to get one then it will be an exploit. Please stop tossing around the look in the dictionary argument, it's not valid because SOE does not use the dictionary definition.
99% of people that exploit do so knowing its wrong and rationalize their actions. All you have to do is look at the situation and the question "Is this an exploit?" should be easily answered if you put even a shred of real thought into it.

Uhm - bad idea since some people are dueling friends or group members to pass time while waiting for an attack (dont ask me for the reasoning behind it, but I have seen it). Not being able to /endduel a friend at any time when real threats emerge and therefore not being able to get help from him through healing / buffing / whatever is not a good design.
